Rhea Highsmith
President
Rhea Highsmith is a passionate community leader, servant-hearted visionary, and the founding President of Purpose Character Leadership Academy (PCLA). With over 25 years of experience in healthcare, human services, and community engagement, she brings a wealth of wisdom, compassion, and strategic insight to her leadership role at PCLA.
Currently serving as the Director of Community Relations for the Central Region of Hartford HealthCare, Rhea has spent the past 14 years advancing health equity, building trusted partnerships, and amplifying resources for underserved populations. Her journey began as a per-diem administrative assistant at MidState Medical Center and evolved into a meaningful calling—connecting communities to care, opportunity, and purpose. Throughout her career, she has collaborated with government agencies, nonprofits, faith communities, and business leaders to coordinate services, champion health education, and promote holistic wellness.
Born and raised in St. Thomas, U.S. Virgin Islands, Rhea brings her vibrant cultural heritage and deep faith into everything she does. She is a devoted wife of 27 years to Donald Highsmith, a proud mother of three, and a joyful grandmother to Diarra. Her leadership is rooted in Luke 4:18–19, guiding her mission to set captives free, restore vision, and proclaim God’s favor.
Beyond her professional achievements, Rhea serves as an Associate Pastor at Grace Fellowship Church in Meriden, CT, where she mentors and ministers with passion. She also sits on the Board of Directors for the Meriden/New Britain/Berlin YMCA, Grace Fellowship Full Gospel Church, Inc., and the Community Foundation of Greater New Britain’s Grant Committee.
Rhea holds a Bachelor’s degree from the University of New Haven and is certified in Community Benefit Strategy, Diversity, Equity & Inclusion Facilitation, and Faith-Based Grant Writing. Her integrity, warmth, and relentless pursuit of excellence continue to shape PCLA into a Kingdom-centered hub of leadership development and generational impact.

The PCLA Advisory Board is made up of dedicated community leaders, educators, ministry partners, and industry professionals who provide strategic guidance, spiritual insight, and collaborative support to advance the mission and vision of Purpose Character Leadership Academy.
